There is a long time that the city of Sao Paulo is troubled with flood.
Since before the foundation of the city by the Jesuits, the water invades the margins of the Rivers Tiete and Pinheiros periodically.
The problem has been getting more and more serious due to the growing of the great metropolis.
Seluque was founded at the Butanta district and during the first 20 years of its life, its headquarter was in Rio Pequeno, a famous region for these great floods.
As a citizen company and aware of its social responsibilities, besides facing the constant floods in its headquarter, Seluque took on the leadership of the districts of Rio Pequeno, Jardim Ivana and Vila Godinho, for the reform and enlargement of the plumbing of Jaguaré river, which pass over these districts of the Butanta Regional.

But it wasn't only Seluque that suffered with the floods in Butantã. All the houses from the down region had the same risk

The street is made a hell of pain and desolation and every dweller seems to take everyone's pain.

Under great pressure of the companies and population from Butantã, the Municipal Council of Sao Paulo formed a Special Commission of Studies about Floods, which recommended the Civil Defense from Sao Paulo to constitute Civil Defense Nucleus at the critical areas of the city. These nucleus known by NUDECs, would be the 'arrow top' of the Coordinators of Civil Defense of the city. With advanced posts of the Coordinators, the NUDECs would develop activities with the population in order to avert floods, fire, traffic accidents, support to the schools, health centers and emergence rooms. A great challenge! It was something really innovative.
Due to its undeniable leadership at the Butantã region and, notedly, in Rio Pequeno, Seluque hosted the 1st NUDEC of Sao Paulo, supplying installations, vehicles, human resources and material to the implantation of this first Nucleus.
Besides working in Rio Pequeno and Butantã, Seluque, through the 1st NUDEC gave lectures, trained and helped to implant other nucleus in Sao Paulo.

The first NUDECs were implanted by the MP Captain Figueira, a dreamer, worker and dedicated public man, who moved skies and ground in order to give a minimum of safety to the inhabitants of the risk areas and to the flagellated from Sao Paulo.

Due to its services during the years when Seluque hosted the 1st NUDEC of Sao Paulo, Seluque was celebrated with the blazon of the Civil Defense of Sao Paulo.
